Daniel Kemmis argues that our loss of capacity for public life (which impedes our ability to resolve crucial issues) parallels our loss of a sense of place. A renewed sense of inhabitation, he maintains —of community rooted in place and of people dwelling in that place in a practiced way—can shape politics into a more cooperative and more humanly satisfying enterprise, producing better people, better communities, and better places. The author emphasizes the importance of place by analyzing problems and possibilities of public life in a particular place— those northern states whose settlement marked the end of the old frontier. National efforts to “keep citizens apart” by encouraging them to develop open country and rely upon impersonal, procedural methods for public problems have bred stalemate, frustration, and alienation. As alternatives he suggests how western patterns of inhabitation might engender a more cooperative, face-to-face practice of public life. Community and the Politics of Place also examines our ambivalence about the relationship between cities and rural areas and about the role of corporations in public life. The book offers new insight into the relationship between politics and economics and addresses the question of whether the nation-state is an appropriate entity for the practice of either discipline. The tension between professional expertise and democratic governance has become increasingly significant in Western politics. Environmental politics in particular is a hotbed for citizens who actively challenge the imposition of expert theories that ignore particular local knowledge that can help to relate technical facts to social values. In Citizens, Experts, and the Environment Frank Fischer explores this often strained interaction between technical environmental experts and citizen participants and proposes a new model of politics based on participatory inquiry and citizen-expert synergy. Where information ideologues see the modern increase in information as capable of making everyone smarter, others see the emergence of a society divided between those with and those without knowledge. The interaction between corporations and non-governmental organizations (NGOs) has become an important topic in the debate about corporate social responsibility (CSR). Yet, unlike the vast majority of academic work on this topic, this book explicitly focuses on clarifying the role of NGOs, not of corporations, in this context. Based on the notion of NGOs as political actors it argues that NGOs suffer from a multiple legitimacy deficit: they are representatives of civil society without being elected; the legitimacy of the claims they raise is often controversial; and there are often doubts regarding the legitimacy of the behaviour they exhibit in putting forward their claims. Set against an extended sphere of political action in the postnational constellation this book argues that the political model of deliberative democracy provides a meaningful conceptualization of NGOs as legitimate partners of corporations and it develops a conceptual framework that specifically allows distinguishing legitimate partner NGOs from two related actor types with whom they share certain characteristics but who differ with respect to their legitimacy. These related actor types are interest groups on the one hand and activists on the other hand. In conclusion it argues that a focus on the behaviour of NGOs is most meaningful for distinguishing them from interest groups and activists.

This book analyzes the influence of business in democratic politics. Advice from business actors regularly carries more weight with policymakers than other interests because it refers to the core of the state-market nexus in democratic capitalism: the consequences for voters and policymakers of harming business and the economy. The book examines the resulting informational and structural constraints on public policymaking and their strategic use by business lobbyists. While the role of information is frequently acknowledged in studies on business political influence, very few empirical analyses of its strategic use exist. This book outlines a theoretical model of the role of information and its asymmetric supply for business actors’ ability to influence policy. Focusing on banking regulation and environmental politics, the informational–structural view of business power is evaluated empirically in a cross-national, multi-level research design involving case studies as well as quantitative analyses of elite survey data and policy outcomes in advanced capitalist democracies.
